Who's Better?

I personally believe that Xinchen was a better leader because he used the water systems well. He dug up the canals, ditches and dikes for the people, not for himself. He encourage his people to farm and to have a sustainable lifestyle. I personally like that more because it gives the people a good reason to work, and a reason to like their ruler.  Xichen also regulated the water, so that it was evenly distributed to the people, I believe in this because it gives everyone the same amount of water. No one can be too greedy about the water and nobody will be deprived of the water.
 Claudius did have a nice reason to drain the lakes, but it was more for his city rather than his people. He used the water for fountains rather than use it for the good of his people. He decorated his city instead of giving his people what they really need. This is why I think that Xinchen is a better leader than Claudius.
